Step 3

Eligibility requirements for Step 3 are:

• Passing scores on Step 1 and Step 2 CK, AND 

• An MD degree or the DO degree from an LCME- or COCA-accredited US or Canadian medical school, OR the equivalent of the MD degree from a medical school outside the US and Canada that is listed in the World Directory of Medical Schools as meeting ECFMG eligibility requirements and obtain ECFMG Certification, AND 

• Meet all other eligibility criteria as listed in the USMLE Bulletin of Information.

The USMLE program recommends [太字・斜体は引用者] that, for Step 3 eligibility, applicants should have completed, or be near completion of, at least one postgraduate training year in an accredited US graduate medical education program that meets state board licensing requirements.

Assessment of Communication Skills, Including English Language Proficiency

As part of the Pathways, applicants are required to attain a satisfactory score on the Occupational English Test (OET) Medicine to satisfy the communication skills requirement for ECFMG Certification. All Pathways applicants, regardless of native language, language of instruction at medical school, or citizenship, must satisfy this requirement in addition to meeting the requirements of a specific Pathway. There will be no exceptions.

Important Note: Obtaining a satisfactory score on OET Medicine is only one of the requirements for completing a Pathway. Applicants also must submit an on-line application for the appropriate Pathway. See Applying to the Pathways below.

因みに、上記のECFMG認定資格の関係が、ここ１０年ほど日本で進んでいる医学教育国際標準化（JACME認定）の、大きなモチベーション・外圧の一つとなっています。JACME認定でない医学部は世界基準（アメリカ基準）で医学部としての教育に不足があるということになり、ECFMG認定もとても困難になります。現在日本の医学部に在学中の学生さんのカリキュラム前倒し、臨床実習の充実には、そのような背景があります。

補足すると、Step 3 受験前に、アメリカの研修プログラムで一年程度研修を積んでいること、という推奨がありますが、これは推奨に過ぎないので、自信があってアメリカでの臨床の流儀にそれなりに精通している方は、受験が可能で、Mustではありません。
